On the morning of July 30, the “Three S Homes-Ping An Unified Community Construction Project” hosted by the Political and Legal Office of Humen Town and the Humen Safety Construction Promotion Association of Humen Town held a launching ceremony in Humen Town Dalian Community (pilot community).

“Three S Home – Ping An Community Construction Project” refers to the creation of safe, smart, and shared communities through project-based operations. This project is the main project of the 2019 Humen Safety Construction Promotion Association. It successfully applied for the Dongguan Municipal Political and Legal Affairs Committee’s safe cultural co-construction project and obtained 150,000 yuan in project special funds. The preliminary survey Komiks shows that the total population of Jiangmen Community in Daning Community in Humen is 3,900, local residents, 395 foreigners, 40 self-built houses and 158 rental houses. It is a community where rental houses are concentrated and foreigners live in. Theft incidents occur frequently in the community, with fire safety hazards, residents are not well integrated, and their awareness of co-governance is weak. The safety messenger patrol team ensures community safety

The fundamental reason for the three S concept is safety (safe). In addition to carrying out safety precautions and experience activities in pilot communities, the project also mobilized residents living in the Babaylan Ning Community and Jiangmen Community, and established a local volunteer patrol team. On the day of the launching ceremony, Lun Chu Neng, deputy secretary of Humen Town Committee, presented the flag to the patrol team of the peace envoy, will continue to expand the patrol team in the later stage and mobilize more residents to participate in the construction and management of the community.

Mini Program Realizes the Construction of Smart Community

In order to build a smart community, Humen Ping An Messenger Mini Program came into being. The mini program includes six major functions such as “activity area, user guide, news and information, convenience services, points mall, and safe interaction”. Through intelligence, build a communication network so that residents can transmit and receive information in the community without leaving their homes. And combine online communication with offline activities to realize resource sharing and relationship integration among residents, and encourage community residents to participate in community construction on a daily basis. The project also focuses on building a one-stop service platform -Ping An Inn, as a public space for residents’ daily activities. In response to the needs of residents in Jiangmen Community, the station integrates resources from administrative departments, social organizations and communities, and provides information consultation, legal aid, dispute mediation, psychological counseling, emotional support, mini program points redemption and other services to the general public, and regularly organizes prevention education, safety inspections, cultural, sports and entertainment activities. Currently, there are social workers stationed in the inn to carry out summer camps to enrich the community life of residents.

Li Hanrong, deputy secretary of the Political and Legal Affairs Committee of the Municipal Party Committee, believes that the construction of safe communities is a small microcosm of social governance. Cinema hopes to truly extend management services to the grassroots through this microcosm pilot work, and benefit the safety results to the grassroots. He also hopes that the safe community construction project can learn from the successful experience of previous projects and explore a more innovative, targeted and operational new safe cultural publicity and community innovation governance path.

After the project is implemented, it will continue to follow the concepts of safety, smart and sharing, expand the patrol team of security messengers, carry out safety theme propaganda, smart network inspections and entertainment activities, truly mobilize residents to participate in safety construction, and create a social governance pattern of co-construction, co-governance and sharing.
